They are trying vehemently to douse the fire. Since this is a crowded area and the road is narrow, the big fire brigade was not able to arrive on time. Hence, the locals took the matter into their own hands.

In a valiant effort by the onlookers, they are seen carrying small buckets of water to douse the flames. They are partially successful. But the smoke is still there. After a while, a small fire brigade arrives at the scene. That is when things get in control. The video doesn’t talk about the exact reason for this fire. With such ruckus, the entire lane is blocked. However, people are standing dangerously close to the burning car. That could be a health hazard as car parts could fly off and the smoke could carry toxic fumes.
